Would the applicant have to know their climate zone or would there a table/ chart that indications specific regions climate zone? For Streamlined Pathway: 1. Will there be webinar tutorials on how to navigate and use Sketchbox? 2. If an applicants building type isn't on the list of type of buildings eligible, does that mean that the applicant cant apply, even if this is the best pathway for them?

J Umali3/4/2022 1:58:34 PMDue to the dealer failing to properly notify me of the ChargeUpNJ deadline on Oct 15, 2021 I had lost the $5000 rebate. I subsequently had to cancel my order with the dealer. The program's first 2 years should be evidence that it works. The only issue is funding. Please consider allocating more fund for 2022, not just for home charging. Thank you.

Our members directly employ or support nearly 70,000 jobs in New Jersey and the retail auto sector last year accounted for $34.6 billion in sales and $1.73 billion in tax revenue. This extensive network of independent new car dealerships spread across New Jersey benefits consumers by fostering a competitive motor vehicle sales and service marketplace, and by ensuring that consumers have ready access to warranty and safety recall service. NJ CAR dealer-members are now leading the effort to help the State meet its ambitious goal of selling more than 330,000 electric vehicles (EVs) by 2025 and millions more by 2035. New Jersey's neighborhood new car and truck dealers appreciate the opportunity to comment on the straw proposal presented in the Board of Public Utilities (BPU) Docket No. Q021040720, which seeks to true-up, revise, and amend the Clean Energy Programs, of which the EV incentive program is a part. Under the terms of the revised budget the BPU seeks to allocate $3 million to establish a residential EV home charger rebate program. NJ CAR supports BPU efforts to assist homeowners with the cost of EV charger installations, as home charging for those who can arrange it is an effective way to relieve EV range anxiety. NJ CAR notes, however, that this proposal appears to have abandoned the BPU’s previously announced plans to put another $20 million out on the street to restart the Charge Up New Jersey EV incentive program. NJ CAR believes the BPU has made the right choice, here, as it doesn’t make a lot of sense to put additional EV incentives out there right now when vehicle prices are high, and inventory is low. If the BPU has additional resources to devote to the EV incentive program, we recommend you consider doing that after the start of the new fiscal year and when those funds can be added to year 3 appropriations to create a more sustainable incentive program with the potential to last more than just a few months. The fits and starts nature of the incentive these past two years have caused serious problems for dealers and consumers and NJCAR would welcome the opportunity to dialogue with the BPU about how to avoid these issues moving forward. In conclusion, NJ CAR members would welcome the opportunity to engage with BPU staff and other EV stakeholders (including automakers) to carefully review data from the first two years of the Charge Up New Jersey program. This kind of analysis and stakeholder input might help the BPU structure an incentive program and better communicate to ensure an effective launch for a third incentive program. Thank you. Philip Shuman9/24/2021 12:44:39 PMI feel that New Jersey's Clean Energy Program is guilty of "bait and switch" times two. In response to the governor's call for EV purchases, I ordered a VW ID4 in October of 2020, based on the terms in effect at that time. First, the State cut my rebate from $5,000 to $2,000. Then, last week, I was told that 2022 FY funding - which started July 15th - had run out by Sept. 15th! Worst of all, there was no effort to "grandfather" existing orders. My car is finally due to be delivered 7October, and I will believe the POS rebate when I see it. Signed, A Disappointed EV Enthusiast. 
Mario Caballero9/24/2021 8:38:11 AMAfter reading the Charge Up New Jersey Revised Fiscal Year 2022 Compliance Filing dated September 23, 2021, I recommend adding a clarification under the VI. Electric Vehicle Charger Incentive section stating when the EV charging station must be purchased and by when it must be installed to be eligible for this incentive. As it stands now, there are no details regarding the timing of the purchase and installation of the EV charging station to qualify.

Elio Lleo9/23/2021 8:39:21 PMConsidering the amount of damage Ida left in its wake, several people (myself included) are now in the process of filing insurance claims and preparing to purchase a new vehicle. Quickly reallocating funds so that New Jerseyans can have access to the rebate this year would go a very long way in financially supporting those who lost their vehicles while also incentivizing the purchase of a zero-emission vehicle. At the very least, allow for New Jerseyans to purchase the vehicle with the promise that (if so do so within the next 6months for example), they can still apply for the incentive and be refunded. I also support the idea of revising the MSRP provision. "Add-ons" which do not negatively impact mileage and/or battery performance should not impact the rebate associated with the car's EPA range. Using TESLA as an example: adding FSD or paying for a different paint does not impact the EPA's range. 
Brandon Kronstedt9/23/2021 4:51:58 PMNot happy with the limits on MSRP for the Charge Up program. I think it should be based on the base model MSRP for eligible vehicles. Shouldn't matter at all if I add options that drive the MSRP over the cap. And I think NJ is at a disadvantage by not covering the cost of the level two charger. That's a significant barrier to entry for a lot of folks unless they happen to have their panel in the gargage.

Russell F Altersitz8/28/2021 6:34:07 PMFrom my reading of the proposal, there is an equivalent amount of money that has been allocated but not requested by C&I to cover the amount of money that has been requested but not allocated to Existing Homes. This sounds as if this is a one time issue that will satisfy fulfilling a requested amount without requiring additional funding to be allocated. The allocations for the next fiscal year can be adjusted to account for the additional Existing Homes funding and leave the C&I allocation at the current level so that, as noted in a previous comment, the C&I program can be reviewed and modified to help ensure that the current C&I allocation is requested by the C&I participants. 
Don van Rhyn8/27/2021 3:11:05 PMIt seems a little disingenuous to reduce(!) the C&I incentive (TREC to SuSI), and then soon thereafter say there is less demand in C&I and so we should take $5.4M out of C&I. - If the C&I demand is "less than expected", the logical thing to do is increase the C&I incentive (per MW) as this will then encourage more of these types of projects. C&I issues like the mismatch between (1) tenant lease term (5-7 years) and (2) solar project terms (15-20-25 years) are already hard enough to bridge. The C&I market sector has shorter horizon than: Residential, Government or Utilities. - Please reconsider this reallocation with the aim of achieving the original C&I goals.
