Greg Roer12/12/2022 4:31:49 PMThe below comments are respectfully submitted for review by the New Jersey Board of Public Utilities in connection with the NJ Energy Storage Incentive Program: • Grid Supply vs. Distributed: Current proposal is 3:1 for Grid Supply vs. Distributed storage allocation, and it is recommended that there be a higher percentage of Distributed since it provides more value by locating storage in more places across the grid and co-locating storage next to load to reduce T&D burden and increase DR opportunities. • Block Sizes: If initial blocks are too small, it may hurt developers or discourage projects because they can’t be assured of getting the proposed incentive. • Pairing Storage with Renewable Power: While the SIP is focused on stand-alone storage, it should nevertheless encourage pairing storage next to existing solar and wind resources to ensure that the value of clean energy is being maximized with storage. • Pay for Performance Incentive (PfP): PfP should be implemented in a way that is clear and easily measurable without introducing ambiguity or substantial additional costs for measurement and compliance. • Overburdened Communities: o Definition: A complex definition of “Overburdened Communities” will be difficult to implement and could chill deployment of storage resources. The Staff should look to avoid difficulties for determining and proving criteria that are not measured through clear guidance and currently tracked statistics, as well as avoid vague definitions that could be subject to manipulation/fraud. To facilitate the deployment of storage resources to lower income communities, it is suggested that the definition of Overburdened Communities be tied to the definition of Affordable Housing. In addition, multifamily affordable housing helps the most people with a single storage asset to get “the most bang for your buck” and should be prioritized. o Implementation of Overburdened Communities Incentive: An adder would appear to be the most cost-effective way to ensure that capacity is allocated to Overburdened Communities by spreading the cost over time and matching the timing of the cost with the benefit received. • Community Solar: The Staff should consider a community storage program as part of the SIP that receives compensation based on the value the storage asset provides to the grid for which subscribers would receive a credit on their utility bill. This would allow for broader participation in the energy transition. • Definition of Distributed Storage: Distributed storage should be defined to exclude electric vehicles / mobile storage, which could dilute the impact of the program. The problem with EVs is that they can move, not only to areas where storage may not be needed, but outside the state of NJ so that NJ gets no benefit from the storage asset. In addition, the SIP competes with the original purpose of EVs, which is transportation, as opposed to dedicated resources to add value to the grid and targeted resiliency. Further, with the ramp of EVs, it has the potential to dominate the Distributed block and undermine the benefits targeted in the SIP.

Appleton, President, New Jersey Coalition of Automotive Retailers (NJ CAR) (December 9, 2022) Thank you for the opportunity to present this written comment on the Board of Public Utilities’ (BPU’s) proposed Storage Incentive Program (SIP) Straw Proposal. The New Jersey Coalition of Automotive Retailers (NJ CAR) represents the 500+ franchised new car and truck retailers that grow the $40 billion auto retail industry in New Jersey. Our members concur with BPU that energy storage resources are critical to increasing the resilience of New Jersey’s electric grid, reducing carbon emissions, and enabling New Jersey’s transition to 100 percent clean energy. We recognize BPU’s objective, in this Straw Proposal, to focus on incentivizing stand-alone energy storage devices physically connected to a New Jersey electric distribution company (EDC). We also recognize BPU’s objectives to maximize private investment, to allow private investors to own and operate the energy storage devices and allow them to ‘stack” revenues from the wholesale electricity market, to utilize the behind-the-meter resource to actively manage their energy usage at the distribution level or to participate in a Distributed Energy Resource (DER) Aggregation service when available. We offer the following suggestion in furtherance of those objectives. Battery storage should be an option for franchised auto dealers who need to overcome existing power utility limitations. The SIP does not specifically recognize battery storage in support of EVSE as a key application for stored energy resources. NJ CAR requests that the SIP be augmented to encourage battery storage/battery buffered solutions at dealerships looking to build out the electric vehicle (EV) charging infrastructure necessary to service the “fleet” of customer vehicles they sell and service. The SIP should recognize and specifically include language that encourages investment in energy storage facilities that support dealership operations needed to sell and service the growing number of EVs being sold in New Jersey. The commitment of New Jersey franchised auto dealers to supporting EV charging infrastructure is substantial, but they cannot go it alone. Over the next few years, New Jersey franchised auto dealers will have invested upwards of $140 million in EV charging infrastructure and sales and service support facilities. Notwithstanding those investments, New Jersey dealers have been advised in many instances that New Jersey’s utility companies are not positioned to meet the demands associated with that investment. A bottleneck of EV charging infrastructure planning exists at the utility level that may prevent the dealers’ investment from being fully operational since the utilities cannot supply sufficient power to the dealers’ sites. In this respect, battery storage and battery buffered solutions are options that may be necessary for dealers to overcome power utility company limitations. Since our founding in 2008, Eos has been on a mission to accelerate the shift to clean energy with positively ingenious solutions that transform how the world stores power. Eos is a New Jersey firm headquartered in Edison that has developed innovative systems that provide utility, industrial, and commercial customers with a proven, reliable energy storage solution. And we are rapidly expanding, planning to open a new manufacturing facility that will create 500 new jobs. Energy storage can significantly contribute to New Jersey's goal of decarbonizing its electric generation sector. The Board's straw proposal is a meaningful step toward spurring the necessary development of the energy storage resources New Jersey needs. Based on our experience, we see much to applaud in the straw proposal. However, we suggest the Board reconsider the limited role the NJ SIP proposes for utilities. Utilities can and should play a critical role in deploying energy storage at scale, enhancing the reliability and resiliency needed for a sustainable future. With their understanding of the grid, utilities are uniquely positioned to help develop the energy storage resources needed to promote greater integration of renewables on the grid. Utility storage systems can smooth short-term volatility that arises when the sun doesn't shine and the wind doesn't blow. New Jersey's oldest and largest electric utility, PSE&G, is ready to contribute to the state's energy storage goals. Much like it helped accelerate the development of New Jersey’s solar industry. PSE&G has proposed to build 35 MW of storage capacity to integrate emerging and versatile technologies into its operations and facilitate unrestricted renewable energy access. It already has built five solar plus energy storage facilities as part of its Solar 4 All® program. We at Eos have seen firsthand that PSE&G has the expertise to scale up energy storage resources quickly. We supplied batteries for the PSE&G Solar 4 All® Caldwell Wastewater Treatment Facility solar plus storage project, which we have leveraged to promote and grow our business and advance our technology. For these reasons, I hope the Board will allow utilities to play a more active role in developing and owning energy storage resources. This would expedite achieving New Jersey's energy storage goal. Mario Caballero9/30/2022 3:24:35 PM"Staff suggests providing 10 annual payments of $20/kWh of storage capacity for the grid supply program and $40/kWh of storage capacity for the distributed program for the first year incentive block." I suggest making the fixed incentive distributed program to be a lump sum when the system is comissioned instead of an annual incentive. If a homeowner invests the capital to install a storage system and they move a few years later, they won't be able to take advantage of the full incentive amount even though the storage system will remain functioning for years. By having a lump sum incentive for the distributed program, it will help residential customers with their ROI sooner.
